A Registered Automotive Workshop (RAW) holds approval to carry out specified work on eligible vehicles in accordance with an approved Model Report. An independent Authorised Vehicle Verifier (AVV) checks that the work meets the applicable requirements before entry on the Register of Approved Vehicles (RAV).

Eligible individuals or companies can apply for RAW approval through ROVER. Applicants must demonstrate the required workshop capability, systems and compliance arrangements. Approval is required before performing work as a RAW.

Eligibility depends on the vehicle, the applicable concessional RAV entry pathway and an approved Model Report. For the SEVs pathway, the vehicle must be covered by a current SEVs Register entry, have an applicable approved Model Report and meet the concessional approval requirements. ROVER is the Department of Infrastructure’s online portal for managing all applications and communications related to RAWS, SEVS, and other vehicle certification matters. It is used for lodging applications, uploading compliance evidence, and tracking approvals.

A Model Report is a technical document that outlines how a specific vehicle model complies with relevant ADRs. It serves as a blueprint for modifications. RAWS workshops must follow it exactly and provide photographic and documentary evidence of compliance.
